This Act comprising 23 articles aims to (i) continue the existence of the Zambia Development Agency, re-defining its functions; (ii) reconstitute the Board of the Agency and provide for its functions. The main task of the Agency is further the economic development of the Republic through the promotion and facilitation of investment, domestic and foreign trade, competitiveness in business development, and the privatization of State-owned enterprises. Its functions include (i) issuing licenses, permits, or certificates of registration under the Investment, Trade, and Business Development Act, 2022; (ii) advising the Minister on matters related to investment, export promotion, business development, and privatization; (iii) implementing and monitoring policies and strategies related to investment, export promotion, business development, and privatization; (iv) assisting in obtaining necessary permissions, exemptions, authorizations, licenses, bonded status, land, and other requirements from state institutions for business establishment and operation; (v) facilitating and promoting the development of special economic zones; (vi) promoting and facilitating partnerships, joint ventures, business linkages, and other strategic alliances; (vii) maintaining productive dialogue and cooperation with the public and private sectors; (viii) providing business development services; (ix) collecting and disseminating information on matters related to investment, export promotion, business development, and privatization. The Board of the Agency shall perform the functions of the Agency and provide its strategic policy direction and approve policies, programs, strategies, the annual work plan, action plans and activity reports, as well as the annual budget estimates and financial statements. The Board may, for the purpose of performing its functions under this Act, constitute a committee and delegate any of its functions to the committee as it considers necessary.
